The bill establishes an ombudsman's office for homeowner associations within the Department of Commerce and Consumer Affairs. The office will be headed by an association ombudsman appointed by the director with the governor's approval. The ombudsman will investigate and assist in resolving disputes involving homeowners, homeowner associations, boards of directors, and board members. The office will also investigate acts that may be contrary to law, unreasonable, unfair, oppressive, retaliatory, or discriminatory.
