Establishes mandatory fines for non-performance or major delays in government contracts.

This bill amends Hawaii Revised Statutes to require government contracts to include clauses for mandatory fines on contractors for non-performance or major delays. The policy board will set these fines by rule, with different ranges for different contract values. All fines collected will be deposited into the general fund. The penalties are in addition to any other authorized penalties. The bill does not affect rights, duties, penalties, or proceedings that occurred before its effective date.
