Establishes mandatory fines for contractor non-performance or major delays in Hawaii state contracts.
This bill amends Hawaii's procurement laws to require mandatory fines for contractors who fail to perform their duties or experience major delays in delivering specified deliverables. The fines are in addition to any other penalties. The policy board sets the mandatory fine amounts and can exempt certain contracts from these fines if it determines it is in the state's best interest. All fines collected will be deposited into the general fund. The changes take effect on January 1, 2026.
