Hawaii SB1289 amends traffic abstract requirements to exclude non-conviction moving violations.

Hawaii SB1289 modifies the process for issuing certified traffic abstracts by the traffic and emergency period violations bureaus of the district courts. The bill removes non-conviction moving violations from these abstracts, effective July 1, 2026. It also appropriates $100,000 for fiscal year 2025-2026 to facilitate this change. The act does not affect rights, duties, penalties, or proceedings initiated before its effective date.
