It allows graduates of foreign medical schools to be licensed if they pass the Federation Licensing Examination (FLEX) or the United States Medical Licensing Examination (USMLE), or a combination of these exams. It also requires passing the qualifying examination of the Educational Commission for Foreign Medical Graduates before 1984 and having at least three years of medical training or experience in an approved hospital.
