Establishes a past performance database for state contractors in Hawaii.

The bill amends Hawaii Revised Statutes to require the state procurement office to implement and administer a past performance database for state contractors. This database will include assessments on the quality of work, schedule and timeliness of performance, cost and financial management, management, personnel, and labor, safety and security, and general comments. The database will also detail procedures for informing contractors of their past performance and allow contractors to correct or respond to the information.
