The bill establishes a vegetation management program for utility lines in Hawaii to reduce wildfire risk. It defines property owner obligations, allowing utility companies to trim or remove hazardous vegetation if it poses a risk to utility lines, even if outside an established easement. Property owners in high- and medium-risk fire areas must maintain a combustible-free space around public rights of way and utility lines.
