Prohibits the use of license plate flipping devices in Hawaii.

The bill amends Hawaii Revised Statutes to prohibit the use of license plate flipping devices, which are manual, electric, or mechanical devices that switch between two or more license plates or hide a license plate from view. The bill defines these devices and makes it illegal to operate a motor vehicle with, possess, purchase, install, sell, offer for sale, or distribute such devices. The bill also states that it does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun before its effective date.
