Allows legislative staff in Hawaii to choose collective bargaining.

This bill amends Hawaii law to allow legislative staff at the state legislature to choose whether they wish to collectively bargain. It removes the exclusion of legislative staff from the collective bargaining process. The bill does not require legislative staff to unionize but provides them the option. The changes align Hawaii with other states that have allowed legislative staff to unionize.
