The bill requests the City and County of Honolulu and the Statewide Office on Homelessness and Housing Solutions to develop a strategic action plan for the Waianae Coast. The plan will analyze behavioral health emergency calls, evaluate emergency room utilization, assess crisis bed capacity, identify high-need zones, evaluate coordination between outreach teams, and analyze feasibility of a regional crisis center. The plan must also identify necessary statutory or budgetary changes. The agencies must submit a report to the Legislature by twenty days before the 2027 Regular Session.
