This bill amends Hawaii Revised Statutes to abolish joint and several liability for government entities in civil actions related to highway maintenance and design. Government entities will only be liable for their percentage share of damages attributable to them, except in cases involving intentional torts, environmental pollution, toxic and asbestos-related torts, aircraft accidents, strict and products liability, and motor vehicle accidents. The changes do not affect rights and duties that matured, penalties incurred, or proceedings begun before the bill's effective date.
