Hawaii HB878 aims to mitigate environmental, health, and safety risks posed by landfills by extending the buffer zone from one-half mile to one mile. The buffer zone is the distance between the edge of waste or waste activity and the nearest residential lot, school, hospital, conservation district, or national conservation area. This Act requires landfills to maintain a one-mile buffer zone around conservation areas to protect native species, habitats, and cultural resources. The buffer zone does not apply to the continued operation of existing landfills that are properly permitted.
