Hawaii HB798 amends Hawaii Revised Statutes to prohibit the discharge of treated wastewater or raw sewage into state waters after December 31, 2026. Exceptions are made for sewage treatment plants that produce clean energy, are in compliance with regulations, or have a treatment capacity of less than ten million gallons per day. The bill does not affect rights and duties that matured, penalties incurred, or proceedings begun before its effective date.
