Establishes the Office of the Legislative Analyst and sets terms for the analyst's appointment and removal.

The bill establishes the Office of the Legislative Analyst, to be administered by a committee. The committee appoints the legislative analyst, who serves a four-year term and can be removed by a three-fourths vote of the committee members, but only for cause. The analyst may employ clerical and technical staff as needed and can participate in state employee benefit programs. The bill repeals the previous statutory material and takes effect upon approval.
