Hawaii HB745 establishes Hawaii state building codes applicable to all construction in the state. Counties must adopt these codes within two years or they will become the interim county building code. The codes are based on the state fire code, Uniform Plumbing Code, International Building Code, International Residential Code, International Energy Conservation Code, National Electrical Code, and Hawaii design standards. The act repeals county authority to amend and adopt the Hawaii state building codes without council approval. The changes take effect on January 1, 2028.
