Amends Hawaii condominium laws to define "de minimis infraction" and limit enforcement against such minor violations.

This bill amends Hawaii Revised Statutes to define "de minimis infraction" as a minor violation of association bylaws, rules, or regulations resulting in no more than three complaints from separate units within a year or a fine of no more than $500. The association or board of directors is prohibited from enforcing against these minor infractions. The bill also allows associations to exercise powers against tenants who violate association rules, provided the tenant and unit owner are notified and given an opportunity to be heard.
