The bill establishes a shipping container inspection program to inspect shipping containers arriving in Hawaii for illegal fireworks and explosives. The Department of Law Enforcement, in collaboration with other agencies, will develop and implement the program using x-ray machines and explosive-sniffing dogs. The program will begin no later than October 1, 2025. A special fund will be created to collect fees from shipping containers and support the program. The bill also amends definitions of "aerial devices" and "fireworks" within state law and appropriates funds for the program.
