The bill establishes a clean plant program within the Department of Agriculture and Biosecurity to support the production, maintenance, and distribution of disease-free plant materials for growers, nurseries, and other agricultural producers in Hawaii. The program will obtain, screen, propagate, and distribute clean plant materials, and assess economic impacts. The department may consult with growers, nurseries, and research institutions, and will adopt necessary rules and submit annual progress reports to the legislature. Funding is appropriated for fiscal years 2026-2027.
