Hawaii HB2451 creates a fare-free public transportation tax and dividend special fund to support free public transit. Beginning January 1, 2027, each county must implement fare-free access to its public transportation systems. The fund will receive moneys from a state environmental response, energy, and food security tax on petroleum products, and interest earned on moneys in the fund. Counties will be reimbursed for costs incurred in implementing fare-free access. The tax on petroleum products will increase annually starting in 2028.
