Establishes a state boating facility lease program for the Ala Wai small boat harbor.

The bill establishes a state boating facility lease program within the Department of Land and Natural Resources, to be administered by the Division of Boating and Ocean Recreation. It allows the Board of Land and Natural Resources to lease the Ala Wai small boat harbor, including fast lands and submerged lands, for private development, management, and operation. The lease program exempts from prior legislative authorization and requires a report to the legislature by June 30, 2045, on whether the program should be continued, modified, or terminated.
