Increases funds for Hawaii's partial public financing program for state and county elections.

This bill adjusts the expenditure limits and available funds for candidates participating in Hawaii's partial public financing program. It increases the amount of funds available to candidates running for state or county office and adjusts the minimum qualifying contributions for certain offices. The bill also increases matching fund payments from $1 to $2 for each dollar of qualifying contributions in excess of the minimum amounts. The changes aim to encourage participation in the program and account for inflation since the program's last amendment in 1995.
