The bill establishes a two-year pilot program for community literacy labs in five communities with high literacy needs. These labs will provide small group or individualized reading instruction, evidence-based literacy interventions, multilingual instructional materials, family literacy workshops, and digital literacy tools. The Department of Education will prioritize communities with high percentages of students reading below grade level, the highest concentrations of poverty, limited access to libraries or tutoring services, high populations of English language learners, and significant.
