Hawaii HB1989 mandates the University of Hawaii School of Ocean and Earth Science and Technology to conduct an annual study on capturing, retaining, and storing rainwater and stormwater runoff for counties with populations exceeding 500,000. The study will identify recharge areas, analyze water flows and runoff, and evaluate methods to store excess rainwater. The university must submit a report with findings and recommendations to the legislature by a specified deadline. The bill allocates $750,000 for this study, to be spent by the university.
