HB1823

Relating To The Coastal Zone Management Act.

Final Passage·5/8/26

Clarifies and expands the definition of "development" in coastal zone management areas in Hawaii.

This bill amends the definition of "development" in coastal zone management areas in Hawaii to clarify and expand the activities not subject to special management area permit applications. It excludes certain activities, such as construction of small single-family residences, repair of roads and highways, and state- or county-sponsored infrastructure improvement projects, from the definition of "development." The bill also exempts these activities from special management area use permit requirements, aiming to streamline the delivery of essential public infrastructure.
