This bill amends Hawaii law to create a binding arbitration process for determining contributions to the Hawaii employer-union health benefits trust fund. If the parties reach an agreement on contributions within ten working days of the arbitration panel's decision, that agreement becomes final and binding. If no agreement is reached, the final decision will be made by the legislature. The arbitration process cannot be used to resolve disputes over the amounts contributed by the State and counties.
