Mauna Kea stewardship and oversight authority clarified to manage conservation district use permits and leases.

This bill amends the management of Mauna Kea by clarifying the roles of the Mauna Kea stewardship and oversight authority and the University of Hawaii. It specifies that the authority will not apply for conservation district use permits on behalf of lessees, who must apply themselves. The University of Hawaii will continue to hold certain permits until July 1, 2028, after which the authority will take over.
