The bill establishes a temporary working group to study the feasibility of transitioning Hawaii's legislature from a three-and-a-half-month session to a year-round session. The working group will analyze the financial impact, necessary costs, and constitutional and statutory changes required for a year-round legislature. It will also examine other states with year-round legislatures and submit a report to the legislature by 2026. The working group includes representatives from the senate, house of representatives, governor, attorney general, and other stakeholders.
