The bill amends Hawaii Revised Statutes to establish an elections commission within the Department of Accounting and General Services. The commission consists of nine members, nominated and appointed by various legislative leaders and senators. Vacancies must be filled within fifteen days, or by the chief justice if not filled promptly. The commission acts by majority vote and sets its own procedures.
