Hawaii HB1394 restricts the use of restraint and seclusion for minors and vulnerable adults in medical facilities.

Hawaii HB1394 amends Chapter 321 of the Hawaii Revised Statutes to limit the use of restraint or seclusion for minor and vulnerable adult patients in hospitals and other medical facilities. Restraint or seclusion is only allowed when necessary to prevent injury, part of a treatment plan, or to preserve the rights of others, and only after less intrusive interventions have failed or been deemed inappropriate. Restraint cannot be used if it threatens the patient's life, including by restricting breathing.
