This bill amends Hawaii's vehicle operation laws by lowering the legal blood alcohol concentration limit from.08 to.05 grams of alcohol per one hundred milliliters of blood. It also lowers the limit for alcohol concentration in breath from.08 to.05 grams of alcohol per two hundred ten liters of breath. The bill redefines "under the influence" to include operating a vehicle with an alcohol concentration of.05 or more, or with any drug that impairs driving ability. The changes do not affect rights, penalties, or proceedings that occurred before the bill's effective date.
