The bill establishes a return-to-home program within the Department of Human Services to provide travel expenses and relocation assistance for eligible homeless individuals who wish to return to their home states. Eligible participants must voluntarily agree to participate, maintain legal residence outside Hawaii, lack a verifiable permanent address in Hawaii, lack financial independence, be unemployed, and be reliant on state assistance programs. The program excludes those with dependent children in Hawaii or those receiving medical treatment that cannot be interrupted.
