The bill establishes a teacher workforce housing stipend program to support teacher retention in rural and underserved areas of Hawaii. The program provides eligible teachers with a monthly stipend of $1,000 for rent or utilities. To be eligible, teachers must be employed full-time by the Department of Education at a public or charter school in a rural or underserved area and not own a residence within commuting distance. Recipients must commit to teaching in these areas for at least three years. If they fail to meet the work requirements, they must repay the stipend.
