Hawaii HB1090 amends the general powers and limitations of counties to include the ability to establish and charge user fees for creating and maintaining stormwater management systems or infrastructure. The bill also grants counties the authority to inspect sewer laterals that connect to county sewers to detect leaks, infiltration, and inflow. The inspection must be conducted after providing property owners with at least ten days' written notice.
