The bill establishes the Climate Mitigation and Resiliency Special Fund to address climate change impacts in Hawaii. The fund will receive appropriations, fees, grants, donations, interest from the emergency and budget reserve fund, and a portion of transient accommodations tax revenues. The Department of Defense will administer the fund, which will be used for projects mitigating, adapting to, or increasing resiliency against climate change. Appropriations made by the Act will not lapse, but unencumbered moneys and unissued authorizations will lapse into the fund by June 30, 2028.
