Repealing a provision relating to the purchase or lease of motor vehicles, watercraft, or aircraft and prior approval of the Department of Management Services; authorizing state agencies to purchase vehicles from nonstate term contract vendors under a specified condition; deleting the requirement that the Department of Management Services approve the purchase of motor vehicles for certain departments and agencies; requiring that certain moneys designated or appropriated to agencies be transferred to the department upon services rendered, etc.
