A person commits felony battery by strangulation if they knowingly and intentionally impede the normal breathing or circulation of another person by applying pressure on the throat or neck or by blocking the nose or mouth of the other person. This change does not apply to acts authorized under state laws for medical diagnosis, treatment, or prescription. The bill also revises the elements of the offense of domestic battery by strangulation and provides criminal penalties.
