To amend the Internal Revenue Code of 1986 to ensure fair treatment of certain charitable organizations.

To promote equity in advanced coursework and programs at elementary and secondary schools.

To transfer certain unobligated funds appropriated to U.S. Immigration and Customs Enforcement under the Secure America Act to the Department of Education to carry out programs under part A of title I of the Elementary and Secondary Education Act of 1965, and for other purposes.

To prohibit payment card networks and covered entities from requiring the use of or assigning merchant category codes that distinguish a firearms retailer from general-merchandise retailer or sporting-goods retailer, and for other purposes.

To amend the National Capital Revitalization and Self-Government Improvement Act of 1997 to treat domestic partnerships as marriage for purposes of the program of benefits paid by the Federal Government for survivors of a District of Columbia police officer, firefighter, or teacher in the same manner and to the same extent that domestic partnerships are treated as marriage for purposes of such benefits which are paid by the District of Columbia, to conform the age limit after which a surviving spouse of a police officer, firefighter, or teacher may remarry without losing survivor benefits under such program to the age limit established with respect to survivor benefits of Federal employees, and for other purposes.

To amend the Reclamation States Emergency Drought Relief Act of 1991 to facilitate the transfer of water from the Orland Project to the Central Valley Project.

To amend titles 10 and 38, United States Code, and other Federal laws, to improve benefits for veterans and the administration of the Department of Veterans Affairs.

To amend the Nuclear Energy Innovation and Modernization Act to make certain improvements relating to mandatory Nuclear Regulatory Commission hearings, and for other purposes.

To name the Department of Veterans Affairs community-based outpatient clinic in Newton, New Jersey, as the "Anthony 'Tony' J. Gallopo VA Clinic".

To authorize financial institutions to delay or refuse transactions that may involve the financial exploitation of older adults and vulnerable persons, and for other purposes.

To prohibit the use of funds by the intelligence community for research, development, or technical support performed by any National Laboratory that lacks certain security measures.

To prohibit the use of certain concentration limit exceptions with respect to mergers involving a failed bank unless the applicable agency determines such use is necessary to prevent significant economic disruption or significant adverse effects on financial stability, and for other purposes.
