The ACCESS Act, or Allowing Contractors to Choose Employees for Select Skills Act, amends title 41 of the United States Code to prohibit federal contract solicitations from setting minimum education requirements for contractor personnel unless a contracting officer provides a written justification. The justification must explain why the executive agency's needs cannot be met without the requirement and how it ensures those needs are met. The Office of Management and Budget must issue guidance to executive agencies within 180 days of the Act's enactment.
