The DCA Air Safety Act amends title 49 to improve operations at Ronald Reagan Washington National Airport. The Federal Aviation Administration (FAA) Administrator must assess the Airport Arrival Rate at the airport and reduce it to no more than 28 aircraft. The Administrator must also convert the reduced Airport Arrival Rate into binding 30-minute interval caps that evenly distribute arrivals and departures and prohibit clustering or banking within any sub-hour. The Administrator must eliminate 30 slot exemptions at the airport, with at least 26 being beyond perimeter slot exemptions.
