The bill amends the Congressional Budget and Impoundment Control Act of 1974 to establish procedures for considering appropriation bills. It prohibits the House of Representatives from considering any resolution for an adjournment period of more than three calendar days during July until all appropriation bills have been approved. The bill also limits debate in the Senate on any annual appropriation bill to no more than 20 hours.
