The Veterans’ Earned Benefits Access Act of 2026 amends title 10, United States Code, to allow the Secretary of Veterans Affairs to recoup separation, severance, and readjustment pay from military members receiving veterans' disability compensation. The recoupment can be made in monthly installments, as a lump sum, or through another payment plan. The Secretary can also waive the recoupment if it would cause financial hardship. The changes will take effect after final regulations are published in the Federal Register.
