The American Hiring Transparency Act requires employers seeking permanent labor certification for foreign workers to pay a fee of at least $10,000. Half of the fee goes to the PERM Fee Account, and the other half to the general fund of the Treasury. The PERM Fee Account funds are split between the Secretary of Labor and the Office of Personnel Management to upgrade job advertisement and application processing systems. Fees cannot be waived or reduced.
