It mandates the Judicial Conference to issue a code of conduct within one year, applying to all judges and incorporating requirements under section 455. The Supreme Court must appoint an Ethics Investigations Counsel within 90 days of issuing the code, who will enforce the code, investigate potential violations, and issue annual public reports.
