The Secretary of Transportation, in collaboration with the Commandant, will initiate the nomination process for the 2029 academic year. Various authorities, including Members of Congress, Delegates, and the Commandant, may nominate individuals for appointment. The Secretary will establish a competitive system to determine the relative merit of each nominee based on examinations, academic background, and other indicators.
