The Hydropower Licensing Affordability Act amends the Federal Power Act to adjust the scope of hydropower licensing conditions. Additionally, it modifies the conditions for reservation licenses to reasonably mitigate the direct adverse effect of such projects on reservations, ensuring adequate protection for both fish populations and reservations.
