The Ratepayer Protection Act amends the Public Utility Regulatory Policies Act of 1978 to establish a federal standard for electric utilities to recover the full, incremental costs of upgrades necessary to serve large-load customers. These customers are defined as non-residential consumers with a peak electric demand of 100 megawatts or more at a single site or campus, primarily for information technology infrastructure. State regulatory authorities and nonregulated electric utilities must consider and determine the implementation of this standard within two years of the bill's enactment.
