The Cyber Letters of Marque and Reprisal Act authorizes the President to commission private entities to conduct cyber operations against designated cyberthreats. These operations include information operations, asset seizure, disruption of malicious infrastructure, and combating cybercrimes. The President can require recipients of these letters to post security bonds and may seize part or all of the bond if the recipient violates the terms. Recipients are prohibited from conducting operations against U.S. citizens or entities.
