Enhances the annual point-in-time count of homeless individuals by the Department of Housing and Urban Development.

The bill amends the McKinney-Vento Homeless Assistance Act to improve the annual point-in-time count of homeless individuals. It mandates the use of a community-wide homeless management information system (HMIS) for data collection and requires recipients to conduct the count during the last 10 days of April. The bill also allows for supplemental counts outside the annual count period, mandates midpoint HMIS data collection, and provides guidance and technical assistance for rural or resource-limited recipients.
