Establishes a Red Tape Hotline for small entities to report burdensome agency rules.

The DUMP Red Tape Act mandates the Chief Counsel for Advocacy of the Small Business Administration to create a Red Tape Hotline. This hotline will allow small entities to report rules, guidance, policy statements, or other activities from federal agencies that they find burdensome. The Chief Counsel must establish this hotline within 180 days of the act's enactment and provide a report to the Administrator of the Small Business Administration and Congress annually.
