The Ensuring Seniors’ Access to Quality Care Act amends titles XVIII and XIX of the Social Security Act to modify nurse aide training and competency evaluation programs. The Secretary of Health and Human Services can disapprove a program for up to two years if a facility has been assessed a civil monetary penalty for substandard quality of care and has not corrected the deficiencies.
