The CREATE AI Act establishes the National Artificial Intelligence Research Resource (NAIRR) to advance AI research and education. The NAIRR will connect U.S. researchers and educators to computational, data, software, and educational resources. The Director of the National Science Foundation will establish the NAIRR, develop an annual report on its progress, and appoint a Program Management Office to oversee its functions. Eligible users include researchers, educators, students, and employees with a mission-need. The NAIRR will offer a free tier of access and may include cost-based charges.
